This girl name is Arale. She's a character from the Manga/Anime series called Dr. Slump. Dr. Slump was originally created by the Author Akira Toriyama, who also created The Dragonball Series (DB, DBZ, DBGT). Arale also plays her part in the video game DBZ Budokai Tenkaichi 3 and an episode of Dragonball: General Blue Saga. That's when she first met Son Goku.
